On March 23, 2026, at 16:02 UTC, Casper Mainnet successfully upgraded to version 2.2.0 at era 21742. With the mainnet activation, a set of validator-approved governance decisions has moved from proposal to protocol, marking another step in Casper’s continued protocol evolution.
The release includes improvements across the protocol, along with the implementation of community governance votes CVV006 and CVV008, which were adopted with approximately 92% and 89% of the voting stake, respectively, demonstrating strong validator alignment around the network’s next phase of development.
Let’s take a closer look at what these governance votes introduced.
CVV006 introduces a mechanism designed to enforce a minimum delegation fee that validators can charge. The exact minimum fee will be determined through a future governance vote, ensuring the parameter reflects evolving network conditions and validator consensus.
This establishes a consistent baseline for validator economics while keeping the final parameter in the hands of the community, supporting long-term validator sustainability and network resilience.
CVV008 introduces two structural changes to strengthen the network’s ability to support growth and long-term ecosystem stability.
First, the proposal includes a one-time issuance equal to 33% of the total CSPR supply, resulting in the minting of 4,763,091,158 CSPR.
The issuance follows a structured release schedule to ensure that the allocation enters circulation gradually over a two-year period, supporting measured ecosystem expansion and responsible capital deployment.
It is important to note that the issuance does not change Casper’s base inflation, which remains at 8% annually. Instead, it introduces a structured allocation to support the next phase of the network’s development, focused on growth, liquidity, and ecosystem participation.
The second change introduced with CVV008 is the updated inflation allocation as 6% to validator rewards and 2% to ecosystem development and operations. The objective is to move from passive emission toward targeted capital deployment, where resources can be used to support growth initiatives that strengthen adoption and network utility.
The decision follows the natural progression of Casper as the network matures. With the successful implementations of Casper 2.0 and 2.1, the network reached a stage where its core protocol capabilities are in place for real-world adoption. The focus now shifts to expanding access by enabling integrations, improving liquidity, and making it easier for users and capital to enter the ecosystem, supporting Casper’s transition from infrastructure readiness to ecosystem expansion.
With Casper 2.2.0 now live, all previously approved governance decisions are now part of the protocol. As a result, focus shifts toward execution. Expanding access, improving liquidity, and enabling integrations become the priorities that define this phase.
As part of this transition, the full CVV008 issuance will initially be held in a designated treasury wallet. The portion unlocked at activation will be transferred to an operational wallet, from which allocations will be distributed across several clearly labeled wallets as a risk management measure, with addresses transparently disclosed. Initial movements, including approximately 250 million CSPR, will support market liquidity. Future material movements will be disclosed as they occur as part of ongoing treasury transparency reporting under proposal #008. The remaining allocation will be staked on the network in accordance with the validator-approved treasury delegation policies under proposal #002.
Governance is also moving into a more regular cycle. Validators will begin holding quarterly meetings to review recent performance and set priorities for the periods ahead. The first of these meetings is expected to take place in the third week of June.
